BACKGROUND The Village of Fox Lake (population 10,978) is located 55 miles northwest of downtown Chicago and 20 miles west of Waukegan, Illinois.
Fox Lake is located in Lake and McHenry counties.
The Village is located on the South Shore of Pistakee Lake, Nippersink Lake, and Fox Lake, three connected water bodies that form part of the Chain O'Lakes system.
The Village of Fox Lake has a total area of 9.
942 square miles of which around 20% is water.
POSITION SUMMARY This position is responsible for performing inspections at various stages of construction, alteration and repair of residential, commercial and industrial buildings, to ensure compliance with Village codes and ordinances.
This position is also responsible for the inspection and enforcement of Village codes, ordinances and regulations as they pertain to property maintenance, land use, zoning, signage and nuisance abatement.
SUPERVISION Reports to and works under the general direction of the Building Commissioner.
DUTIES AND RESPONSIBILITIES The essential functions or duties listed below are intended only as an illustration of the various types of work that may be performed.

1) Performs on-site inspections of new construction pertaining to residential and commercial foundations, footing, framing, electrical systems, mechanical systems, etc.
; posts proper notice of inspection at all buildings and structures; issues stop work orders, conducts final inspections and issues certificates of occupancy.
2) Enforces construction related codes, property maintenance code and local ordinances related to site development and zoning; confers with contractors to ensure conformity with regulations and plans; advises the public on matters related to building regulations; checks the quality of materials and methods of construction.
3) Performs inspections on rental units per the Village's regulations governing rental properties.
4) Performs inspections on commercial businesses annually per the Village's regulations governing the licensing of businesses.
5) Maintains records of building and inspection activity, and completes related reports; maintains records and documents of customer service issues and resolutions.
6) Explains, interprets and provides guidance regarding all applicable codes within areas of responsibility to architects, engineers, contractors, developers and other interested parties; meets with and assists builders, property owners and contractors in altering construction plans to meet Village codes and ordinances; issues notices of violation and serves citations; appears in Administrative Adjudication hearings as necessary to testify for code infractions.
7) Routinely inspects properties throughout the Village, including residential and commercial, to ensure compliance with municipal codes and ordinances; enforces provisions of building codes and related regulations governing construction, demolition, repairs, installations, additions, location, allowable uses in zoning districts and maintenance of buildings and structures; 8) Investigates complaints from the general public concerning municipal building code violations, property and commercial occupancy regulations, floodplain violations, illegal temporary signs, garbage, weeds and illegal dumping; assists property owners in achieving voluntary compliance by recommending corrective actions; conducts follow-up investigations to determine if corrective action has been taken and is compliant with municipal building codes and ordinances; 9) Issues notices of violation for violations of Village code, ordinances and regulations; issues notices to appear in administrative adjudication hearings which includes but is not limited to preparing documents, case summaries and evidence for court appearances and attends and testifies as part of the Village's Administrative Adjudication process; 10) Removes and disposes illegal temporary signs in Village right-of-way; investigates, photographs and classifies existing signs in Village as to conforming, non-conforming, illegal, etc.
, and take necessary steps to bring into compliance, following procedures outlined in adopted ordinances; 11) Complies with all safety procedures and policies of the Village; 12) Performs related work as required.

EXPERIENCE AND EDUCATION:
A High School diploma or equivalent is required.
Associates degree or vocational training with emphasis on construction, engineering, and inspections or building codes is preferred.
Three to five years experience in building inspection and code enforcement/property maintenance, or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
Certifications in building inspection and property maintenance desirable.
Must gain pertinent ICC certifications within one (1) year of employment.
Must be able to successfully pass a pre-employment physical examination and drug/alcohol screen following a conditional offer of employment.
A thorough background investigation, including personal and professional references and criminal background will be conducted prior to offer of employment.
CONTACTS OUTSIDE OF DEPARTMENT This position frequently interacts with residents, business owners, developers, contractors, architects, engineers, realtors and other Village staff members.
On occasion, this position may interact with elected officials, appraisers, craftsman and the general public.
